Studying Türkiye as a non-signatory to the Refugee Convention

In this seminar, Özlem will discuss her ongoing research on Türkiye as part of the ERC-funded BEYOND project (https://www.jus.uio.no/ikrs/english/research/projects/beyond/). BEYOND aims to bring to the fore states that have not ratified the Refugee Convention and host big refugee populations, exploring the relation and mutual impact between those states and the international refugee regime. Türkiye does not exactly fall in this category: It is a state party to the Refugee Convention but subject to the geographical limitation allowed under that instrument. This means that Türkiye has undertaken to recognize as refugees and provide protection as per the Refugee Convention only to those persons originating from Europe. Meanwhile, the more than 3 million refugees in the country do not come from Europe. Framing Türkiye as a non-signatory, Özlem explores the relation between the international refugee regime and Türkiye's protection regime. In this seminar, she will talk about how Turkish courts nonetheless engage with the Refugee Convention in cases involving non-European refugees, as well her archival research on how the UNHCR (United Nations Refugee Agency) has been carrying out its mandate in the country.

About the lecturer: 

Özlem Gürakar Skribeland is Postdoctoral Research Fellow at the Department of Criminology and Sociology of Law, UiO Faculty of Law. In her PhD from the same place, she analyzed the lawfulness of returning irregular migrants by force to transit countries. Özlem obtained her Bachelor of Laws degree (LLB) from Galatasaray University, Turkey, and did her Master of Laws (LLM) as a Fulbright Scholar at Harvard Law School, USA.
